Mention foundations to anyone, and you'll probably get a blank stare. But ask the same person to name a social problem she'd like solved or a cause she cares about, and the odds are that some foundation is already deeply involved. What do the Environmental Protection Act, Sesame Street, the International Criminal Court, Human Rights Watch, TIAA/CREF, National Public Radio, and the Pell Grants for higher education all have in common? The surprising answer: foundations had a large, often decisive, hand in creating each one. The lack of public familiarity with this group of institutions that controls assets approaching half a trillion dollars is startling enough. More troubling is the fact that, as a result of this ignorance, few Americans recognize foundations as among our primary engines of social change. Today the tide of criticism of foundations has been rising, focused on problems ranging from political bias to exorbitant pay for staff members. The foundations are ill-prepared to defend themselves. Thus, the lack of accountability that foundations enjoy is a two-edged sword. It allows them to wield their enormous power with few constraints, but it also undermines their credibility in the court of public opinion.
